Home Weatherization Assistance Program

Is your house cold in the winter?
Are your heating bills too high?

WSOS’s HWAP program is designed to reduce home heating costs for eligible persons.
WSOS will purchase and install the materials to make your home more energy-efficient.

We can help the following services.
  • Replace broken glass
  • Insulate floors, walls, attics, furnace ducts and pipes
  • Inspect and adjust furnace

Who is eligible?

Weatherization can make your home more comfortable and help you save energy. What’s more - if you qualify for this WSOS program, you will receive the Weatherization services FREE OF CHARGE.

You may apply for this program whether you own your own home or rent. Cooperation of the landlord will be required.

Warm Choice
This Columbia Gas funded services is available to Columbia Gas customers who are participants of the HEAP (The Home Energy Assistance Program) is a federally funded program administered by the Ohio Department of Development, Office of Community Service (OCS). It is designed to help eligible low-income Ohioans meet the high costs of home heating. HEAP provides a one-time payment for PUCO regulated utility customers for the winter heating season. Vouchers are issued to non-regulated utility customers, master-metered and other applicants who do not have a utility bill in their name or PIPP programs (PIPP is an extended payment arrangement that requires regulated gas and electric companies to accept payments based on a percentage of the household income. As a part of the Electric Partnership Program (EPP) enabled by Substitute Senate Bill 3, the Office of Community Services will administer the PIPP for electricity customers). It provides Weatherization free to eligible customers. The program is targeted to Columbia Gas customers who are participants in the Low Income Home Energy Assistance Program (LIHEAP).

Columbia customer service provided:
  • Home and heating unit inspection
  • Blower door testing
  • Heating system repair or replacement of unsafe or inoperable units
  • Sealing of thermal bypasses
  • Attic preparation and insulation
  • Sidewall insulation
  • Floor insulation
Evaluations of the Ohio Weatherization Program show that typical savings in homes that receive a combination of WarmChoice and the HWAP services average 27% savings in subsequent gas use.

Electric Utility Funded Services

WSOS currently partners with several utilities to offer services to low income residential utility customers. These services are integrated and combined with state and federal recourses in order to provide the most comprehensive services possible to eligible households.

Toledo Edison and Ohio Edison customer services
Resources are provided to WSOS by First Energy Corporation, the parent corporation for the Toledo and Ohio Edison Companies, for residential energy conservation through a subcontract with the Ohio Partners for Affordable Energy (OPAE)

These resources are "piggy-backed" with other WSOS administered programs.

Services are targeted to households receiving assistance under the Low Income Home Energy Assistance Program (LIHEAP). Households that participate in the Percentage of Income Payment Plan (PIPP) and those who exhibit a history of high electric usage are the priority.

Specific services to reduce electric usage and expenditures include:
  • Replacement of incandescent light bulbs with compact fluorescents
  • Insulation of electric water heaters
  • Insulation of attics, walls and floors of electrically heated homes and gas-heated homes that have electric cooling
  • Replacement and disposal of old, inefficient refrigerators
Additional Services:
  • Repair of unsafe electrical systems
  • Repair or replacement of leaking roofs that prevent Weatherization or threaten electric safety
