Welcome to the Community Development (CD) Department of WSOS. The betterment of communities and all of their essential components results in better lives for people, and that is our goal. We help local governments assess the needs of constituents, plan for the best use of limited resources, then acquire the resources to develop priority projects. |

| A community's employers provide a large share of the tax base necessary for public services as well as jobs and income for residents, and we work to assist them as well. |

| The two-fold focus of the CD department is thus upon community betterment and economic opportunity. Serving this purpose has led to several distinct lines of business. |

Grant Writing and Administration for Local Governments and Others
WSOS CD is experienced in identifying state, federal, and other funding resources, grant writing, and grant administration. Services include
Community Development Block Grant administration :: CD has helped local communities access CDBG programs offered by the Ohio Department of Development.
These include:
- The Formula program, providing funds to every nonmetro county and city in Ohio
- The Economic Development program, offering business loans and infrastructure grants to make business locations or expansions happen.
- The Water and Wastewater Infrastructure program for low income communities.
- The Downtown Revitalization program, following a comprehensive community strategy
- Other specialized programs addressing community distress
Revolving Loan Fund Administration :: WSOS helped create a number of community-based revolving loan funds for business locations and expansions. Services include outreach and marketing, application assistance, the review process, assurance of compliance with federal requirements, and management of the portfolio of loans.
Grant Research and Writing :: WSOS CD searches for funding programs that help local governments undertake priority projects. Programs with which we can help vary from Ohio Department of Natural Resources grants for parks and recreation, to Economic Development Administration Public Works grants for industrial parks and infrastructure.
Grant research and assistance services are not limited to local government. We can work with community based agencies and other organizations to meet goals.
