Through the Ohio Department of Job and Family Services, Office of Workforce Development, Agricultural Labor Camp Improvement Program, owners and operators of existing or new agricultural labor camps in Ohio may receive a grant of up to $25,000 for housing construction/renovation and/or infrastructure improvements in their camp(s).
Grant Awards - The Ohio Department of Job and Family Services (ODJFS) Office of Workforce Development has a total of $250,000 to make available to this program for the current year. The Maximum grant amount will not exceed $25,000 per camp annually, with a minimum grant amount of $5,000. The Administrator of the grant, OACAA, reserves the right to award a portion of the total funds requested.
Grant Period – The applications are due no later than June 2, 2014. The awards are intended to be announced by July 1, 2014. Grantees will need to have projects complete by May 31, 2015 and funds expended by June 15, 2015.
Required Match – The program requires a minimum of a dollar for dollar match. For purposes of grant applications the applicant’s match can be in the form of cash or commitments from lending institutions, or processors. No in-kind contributions will be considered to satisfy the match requirement.
Leveraging other Funds - Commitment letters must be included in the application, must be on financial institution or business letterhead, and must include: total amount of financing or funds available to your project, current interest rates offered (if applicable), the maximum term for loans (if applicable); and when funds will be made available. Commitments may be contingent on award of state funds.
Eligible Applicants - Owners or operators of existing or new agricultural labor camp subject to licensure by the Ohio Department of Health (ODH)
Eligible Activities - State funds can only be used for the following eligible activities:
Ineligible Activities - State funds cannot be used for reimbursement of any work completed prior to the grant award date.

Announcement for awards are intended to be made by the Ohio Association of Community Action Agencies (OACAA) by July 1, 2014.

Grant funds will be released as follows - Grantees are responsible for paying the initial 50% of improvement/construction costs. The grantee may then invoice for that amount, less 10% holdback. The grantee will then pay for the remainder of the improvement/construction costs. At the conclusion of the project and upon approved final inspection the grantee may then invoice for the remaining 10% holdback. The grantee will be required to submit documentation supporting the actual total cost of the project and payment made upon completion. Payment will not exceed the initial amount awarded.
