Great Lakes - Rural Community Assistance Program (RCAP)

Overview


RCAP is a national program that provides "Real Community Solutions" to small, rural communities to help solve water and wastewater problems. Ohio RCAP is located within the Great Lakes Region, which consists of six other states including Illinois, Indiana, Kentucky, Michigan, West Virginia, and Wisconsin. Many services are provided in the areas of program planning, facility development, operation and maintenance, management and finance, and trainings designed to build communities technical, managerial, and financial capacity.

  • Gain access to safe drinking water supplies
  • Treat or properly dispose of wastewater
  • Protect groundwater supplies and watersheds
  • Plan and finance infrastructure projects
  • Responsibly manage and operate community facilities
  • Build leadership capacity in the community
  • Understand state and federal environmental regulations and requirements
  • Conduct vulnerability assessments and develop emergency response planning
  • Develop a vision for the future in their communities
  • Administer grants
  • Prepare environmental reports
  • Develop rate studies, capacity assurance plans, and asset management plans for systems
  • Prepare Energy Audits


Eligibility Requirements


Small rural communities, preferably less than 10,000 in population
