Great Lakes - Rural Community Assistance Program (RCAP)

Overview

RCAP is a national program that provides technical assistance to small, rural communities to help solve water and wastewater problems. Ohio RCAP is located within the Great Lakes Region, which consists of six other states including Illinois, Indiana, Kentucky, Michigan, West Virginia, and Wisconsin. Many services are provided in the areas of program planning, facility development, operation and maintenance, management and finance, and trainings designed to build communities technical, managerial, and financial capacity.

Benefits

The majority of RCAP services offered by Ohio are at no cost. These services help communities to:

• Gain access to safe drinking water supplies
• Treat or properly dispose of wastewater
• Protect groundwater supplies and watersheds
• Plan and finance infrastructure projects
• Responsibly manage and operate community facilities
• Build leadership capacity in the community
• Understand state and federal environmental regulations and requirements
• Conduct vulnerability assessments and develop emergency response planning
• Develop a vision for the future in their communities

Other services available for a fee:

• Development of Source Water Protection Plans
• Environmental report preparation
• Grant administration
• Development of rate studies, capacity assurance plans, and asset management plans for systems over 10,000 in population

Eligibility Requirements

Small rural communities, preferably less than 10,000 in population

Eligible Counties

All Ohio counties
